In modern society, the destiny of an individual is deeply influenced by the bigness and complexity of contemporary life. For example, a rationalized form of organization called bureaucracy eventually replaced charismatic leadership and tradition. Based on rules, regulations and hierarchy of authority, bureaucracy functions according to universal rules designed to treat people impersonally. Technically, bureaucracy is the most efficient means of controlling work related to large numbers of people. However, bureaucracy often creates problems of its own, particularly in connection with its tendency to end up as a mindless application of impersonal rules. So, some argue that bureaucracy is actually out of control. They claim that bureaucratic authority is undemocratic and the blind adherence to rules may inhibit the exact actions necessary to achieve organizational goals.
